🔑 Bottom line first: Romania, Bulgaria, Latvia and Lithuania are EU member states whose medical degrees are recognised across the EU/EEA and by India's NMC. That means one degree can keep both India and Europe open — provided your specific university is on the NMC register and meets the 54+12 month rule.
What "full EU recognition" actually means
A medical degree from an EU member state is automatically recognised in other EU/EEA countries under the EU's professional-qualifications directives. In practice, that gives you more options after graduation: practise in India (after clearing the FMGE — the NMC's NEXT exam is deferred), or pursue licensing/PG pathways in Europe and the UK. Degrees from non-EU destinations are valid for India via NMC/NEXT but do not carry automatic EU recognition.
The full-EU, NMC-approved options
| Country | Approx. annual fee (USD) | Medium | EU recognised | NMC / NEXT |
|---|---|---|---|---|
| 🇷🇴 Romania | $9,000–$11,000 | English | Full EU | Yes |
| 🇧🇬 Bulgaria | $10,000–$11,000 | English | Full EU | Yes |
| 🇱🇻 Latvia | $12,800–$14,600 | English | Full EU | Yes |
| 🇱🇹 Lithuania | $13,500–$14,500 | English | Full EU | Yes |
Romania — the most affordable full-EU route
Romania offers an EU-recognised, English-medium MBBS at the lowest tuition of the EU options (about €8.5k–10k / $9,000–$11,000 per year). Universities such as Carol Davila (Bucharest), Iuliu Hatieganu (Cluj) and Grigore T. Popa (Iasi) are popular with Indian students. Good Indian-food availability in the cities and a mild climate make it an easy adjustment.
Bulgaria — strong schools, EU degree
Bulgaria's Medical Universities of Sofia, Plovdiv and Varna deliver English-medium programmes with EU recognition at $9,000–$11,000/year. Bulgaria is an EU member with a temperate climate and a growing Indian student community.
Latvia & Lithuania — Baltic quality and safety
Riga Stradiņš University (Latvia) and the Lithuanian University of Health Sciences and Vilnius University (Lithuania) are among the most reputed in the region. Both are Schengen-zone EU states — safe, high-standard, and globally recognised — with tuition around $12,800–$14,600/year. Winters are cold, so factor that in.
⚠️ EU recognition ≠ automatic India recognition. Even within the EU, you must still pick a university on India's NMC register and clear the FMGE (NEXT is deferred) to practise in India. Always cross-check nmc.org.in and search.wdoms.org.
What about the UK, Ireland and Malta?
The UK (GMC-recognised), Ireland and Malta also lead to globally respected, English-language degrees — but at a much higher cost ($35,000–$60,000/year). They suit students prioritising prestige and an English-speaking environment over budget. See the full 9-point breakdown on our country comparison.
How to choose
- Lowest cost, full EU: Romania.
- Reputed schools, EU degree: Bulgaria, Latvia, Lithuania.
- Prestige + English-speaking country: UK, Ireland, Malta (higher budget).
- Lowest overall budget (non-EU but NMC-approved): Georgia, Kyrgyzstan, Kazakhstan.
